Good beer is plentiful (and sometimes cheap). This list is by no means exhaustive -- I am listing the beers and watering holes that I tend to lean on.
craftbrews are the reason why Portland is a beer paradise.... This includes microbreweries which sell their beers off premise, say, at a bottle store, and regional breweries whose beer is available for sale outside the area.
brewpubs are the place to experience craftbrews: a place where beer is brewed and sold on premise. though taverns can allow you to compare and contrast, and taverns with megataps typically have more than 20 taps devoted to local, regional, national, and international craftbrews and real ales.
